Evaluasi Implementasi Sistem Manajamen Keselamatan Konstruksi (SMKK) Pada Pelaksanaan Proyek Konstruksi Di Pekanbaru

Abstrak

 

Dalam rangka pencegahan kecelakaan kerja pada industri konstruksi, pemerintah telah mengakomodir peraturan No.10 Tahun 2021 tentang Sistem Manajemen Keselamatan Konstruksi (SMKK). Adanya peraturan ini, kontraktor pelaksana konstruksi diharuskan menerapkan SMKK yang telah dirancang dengan standar yang telah diatur di dalam peraturan tersebut. Tujuan dari penelitian ini adalah untuk mengevaluiasi implementasi dan menilai tingkat penerapan SMKK pada proyek konstruksi di Pekanbaru. Data dikumpulkan dengan teknik observasi dan wawancara, selanjutnya dianalisis dengan metode kuantitatif. Kriteria evaluasi terhadap penerapan SMKK diadopsi berdasarkan peraturan No.10 Tahun 2021. Hasil penelitian menunjukkan bahwa penerapan SMKK bervariasi pada setiap elemen pada masing-masing proyek yang diteliti. Tingkat persentase penerapan SMKK pada proyek Gedung perkuliahan yaitu sebesar 77,91% pada level implementasi baik, proyek pembangunan mesjid sebesar 89,53% pada level memuaskan, dan proyek rumah sakit dengan tingkat penerapan SMKK hanya sebesar 17,44%, pada level implementasi kurang baik.

Abstract

 

To prevent work accidents in the construction industry, the government has accommodated regulation No. 10 of 2021 concerning the Construction Safety Management System (CSMS). In the existence of this regulation, construction implementing contractors are required to apply CSMS, which has been designed with the standards regulated in the regulation. The purpose of this study is to evaluate the implementation and assess the level of application of CSMS, in construction projects in Pekanbaru. Data were collected by observation and interview techniques, and then analyzed by quantitative methods. The evaluation criteria for the application of CSMS are adopted based on regulation No. 10 of 2021. The results showed that the application of CSMS varied in each element of each project studied. The percentage rate of CSMS implementation in lecture building projects is 77.91% at the level of good implementation, mosque construction projects are 89.53% at satisfactory levels, and hospital projects with CSMS implementation rates are only 17.44% at the level of poor implementation.
