Analisa Risiko Penyebab Keterlambatan pada Proyek Konstruksi Pabrik Pupuk di Kabupaten Gresik Dengan Metode Pohon Kesalahan

Abstrak

 

Guna mendukung produktivitas pertanian Indonesia maka PT Petrokimia Gresik mendirikan pabrik pupuk NPK Cair. Namun, pelaksanaan konstruksi pabrik mengalami keterlambatan sehingga biaya proyek meningkat. Penelitian ini bertujuan untuk menemukan inti masalah keterlambatan pada proyek konstruksi pabrik tersebut secara komprehensif menggunakan metode analisa risiko dan Fault Tree Analysis (FTA). Kuisioner dan wawancara dilakukan dalam proses pengumpulan data. Hasil dari analisa risiko didapatkan 6 (enam) risiko dengan kategori high yaitu: (1) Izin Kerja terlambat, (2) Kualitas dan kuantitas pekerja kurang, (3) Pengiriman ulang material karena perbedaan gambar dan spesifikasi, (4) Kesalahan perhitungan volume pekerjaan sehingga dilakukan pemesanan tambahan, (5) Pemesanan tambahan material karena perubahan spesifikasi serta (6) Pemesanan tambahan material karena perubahan desain yang mendadak. Akar penyebab risiko tersebut dicari dengan FTA, didapatkan 11 basic event dan 5 kombinasi basic event. Pemesanan tambahan material karena perubahan spesifikasi memiliki signifikansi terbesar sebagai penyebab keterlambatan proyek (Q sebesar 0,003994).

Abstract

 

In order to support Indonesia's agricultural productivity, PT Petrokimia Gresik established a new factory. However, the factory project is delayed which has increased project costs. This research aims to present a comprehensive method for exploring the root cause that causes delays using risk analysis and Fault Tree Analysis (FTA). Questionnaires and interview were carried out in the data collection process. The results of the risk analysis showed that there were 6 (six) risks in the high category, namely: (1) Late work permits, (2) Insufficient quality and quantity of workers, (3) Re-delivery of materials due to differences in drawings and specifications, (4) Errors in calculating BOQ, (5) additional materials order due to changes in specifications and (6) Orders for additional materials due to sudden design changes. The results obtained 11 basic events and 5 basic event combinations. Additional material orders due to changes in specifications have the greatest significance as a cause of delays in the project (Q=0.003994).
