Analisis Estimasi Nilai Ekivalensi Mobil Penumpang Terhadap Perhitungan Kinerja Pada Simpang di Kota Kupang Menggunakan Metode Speed dan Occupancy Time

Abstrak
Perbedaaan karateristik dan perilaku lalu lintas pada simpang di Kota Kupang, menyebabkan adanya perbedaan pada nilai Ekivalensi Mobil Penumpang (EMP) sehingga berpengaruh terhadap hasil perhitungan kinerja simpang. Tujuan penelitian ini adalah untuk menganalisis estimasi nilai EMP terhadap perhitungan kinerja pada simpang di Kota Kupang. Metode analisis yang digunakan adalah perhitungan EMP metode speed dan occupancy time, sedangkan dalam memperhitungkan kinerja simpang menggunakan Pedoman Kapasitas Jalan Indonesia (PKJI) 2023. Hasil penelitian menunjukkan estimasi nilai EMP yang dihasilkan menggunakan metode speed memiliki nilai EMP terbaik jika dibandingkan dengan metode occupancy time dan PKJI 2023. Hal ini dibuktikan dengan nilai R2 yang dihasilkan memiliki nilai tertinggi serta menghasilkan nilai kinerja simpang yang lebih baik. Rekomendasi perubahan nilai EMP yang dianjurkan untuk digunakan pada analisis kinerja simpang di Kota Kupang adalah dengan nilai EMP sepeda motor adalah 0,14, EMP mobil penumpang adalah 1,00, EMP kendaraan sedang adalah 1,92 dan EMP kendaraan tidak bermotor adalah 1,17.

Abstract
Differences in characteristics and traffic behavior at intersections in Kupang City cause differences in Passenger Car Equivalence (PCE) values, which affect intersection performance calculations. The purpose of this study is to analyze the estimated EMP value for performance calculations at intersections in Kupang City. The analysis method used is the EMP calculation using the speed and occupancy time methods, while calculating intersection performance using the Indonesian Road Capacity Guidelines (PKJI) 2023. The results show that the estimated PCE value produced using the speed method has the best PCE value compared to the occupancy time method and PKJI 2023. This is evidenced by the resulting R² value having the highest value and producing a better intersection performance value. The recommended changes in the PCE value recommended for use in intersection performance analysis in Kupang City are with the PCE value for motorcycles being 0.14, PCE value for passenger cars being 1.00, PCE value for medium vehicles being 1.92, and PCE value for non-motorized vehicles being 1.17.
